The Nexus 7 (2013) “razor” factory image and binaries have been released by Google this week.
A big deal was made earlier this week around the lack of factory images for the new Nexus 7, with the finger being pointed at Qualcomm for the delay. In fact, we have no idea what happened behind closed doors, but it looks like Google managed to post the files needed by Nexus 7 (2013) owners and developers.

AOSP guru Jean-Baptiste Queru (JBQ) decided to leave his post over the whole matter hinting that his reason for quitting was mostly guessed by the media. In the following days, a petition was started asking Qualcomm to offer the support the community wanted – although it’s not clear if it had any effect.
The factory image for the “razor” is based on Android 4.3 build version JSS15J and measures 340MB. The system image is what you’ll need to revert back to stock.
